CIRCULAR NO 780 – Final Reminder - Removal of Unauthorised Balcony Covering
Dear Residents,
This serves as a final reminder to residents who have enclosed or covered their balconies in violation of the Greater Noida Industrial Development Authority (GNIDA) Building Regulations and Government Bylaws.
Despite our earlier general notice dated October 3, 2025 (Circular No. 772) and the individual notices issued to the concerned residents, some flats still have unauthorised balcony enclosures. These must be removed within seven (7) days from the date of this notice.
Balcony covering or enclosure is not permitted under the GNIDA bylaws, as it:
- Violates approved building plans and disturbs the tower’s uniform design.
- Blocks ventilation, natural light, and emergency access.
- Poses fire safety and structural risks to residents.
Residents are instructed to remove the balcony coverings immediately and restore the balconies to their original condition.
Failure to comply within the given time will compel the Estate Office to initiate action as per the Greater Noida Authority Bylaws, which may include:
- Reporting the violation to GNIDA for direct enforcement action.
- Removal of unauthorised structures at the resident’s cost.
- Imposition of penalties as per GNIDA regulations.
We request all concerned residents to extend full cooperation in maintaining the safety, aesthetics, and lawful integrity of Purvanchal Royal City.
For any clarification or assistance, you may contact the Estate Office at 9311771103 / 9717291592 / 8800190823 / 8800190810 or email contact@purvanchalprojects.com.

Circular No 778: Important Safety Guidelines for a Safe and Joyful Deepawali
Dear Residents,
The festival of lights is a time to celebrate togetherness, joy, and hope. As we prepare to welcome Deepawali, we extend our heartfelt wishes to all residents and their families for a happy, healthy, and prosperous festive season.
To make this Deepawali safe and memorable for all, we request your cooperation in strictly following the safety precautions listed below:
1. Avoid lighting crackers near restricted or flammable areas
Lighting crackers inside the society premises or basements is strictly prohibited. Similarly, bursting crackers in the central lawns, club area, balconies, lift lobbies, near IGL gas pipelines, or on tower rooftops is not allowed.
Please ensure no crackers are lit near parked vehicles, especially two-wheelers and four-wheelers. Avoid areas where cardboard, paper, wooden items, or other combustible materials are stored.
2. Children’s safety and supervision
Children are often the most excited during Deepawali. Please make sure they do not light crackers alone under any circumstances. Parents or guardians must supervise children at all times while lighting diyas or crackers. Keep younger children at a safe distance from fire or fireworks and explain the importance of handling them with care and responsibility.
Fire safety and personal precautions
Always keep a bucket of water, sand, or a fire extinguisher nearby while lighting crackers.
Avoid wearing synthetic, nylon, or loose-fitting clothes, which can easily catch fire. Choose cotton clothing for extra safety.
3. Emergency preparedness and security arrangements
Our security team will remain on high alert throughout the festive period. Fire extinguishers and basic firefighting equipment will be placed at key locations, particularly near the main gates and tower entrances. Residents are requested to immediately notify the security team in the event of a fire, injury, or unsafe activity. Prompt reporting can prevent escalation and ensure a quick response.
4. Designated area for lighting crackers
To maintain order and ensure everyone’s safety, residents are permitted to light crackers only outside Gate No. 2 and Gate No. 3.
Strictly no crackers are allowed inside the society, including parking zones, basements, lawns, and other internal areas.
Wishing you and your family a Very Happy and Safe Deepawali!

CIRCULAR NO. 772 – Notice Regarding Encroachment and Unauthorised Balcony Covering
Dear Residents,
This is to bring to everyone’s attention that certain cases of encroachment and unauthorised balcony covering have been observed within our society. As per the Greater Noida Industrial Development Authority (GNIDA) Building Regulations and Government Bylaws, both practices are strictly prohibited and considered violations of approved building plans.
Encroachment refers to any activity where a resident extends beyond the allotted boundary of their flat into common areas, corridors, service ducts, or external spaces, or carries out modifications to the external elevation. Such alterations disturb the uniformity of the approved layout, create disputes over shared spaces, and breach the Greater Noida Authority’s planning norms.
Similarly, covering balconies is not permitted under the GNIDA Bylaws. Balconies are designed as open spaces to allow ventilation, natural light, and emergency access. Covering or enclosing balconies with permanent or temporary structures is a direct violation of building regulations and poses several risks, including:

Fire Safety Hazards: Covered balconies obstruct fire-fighting access and increase the risk of fire spread.
Structural Weakening: Unauthorised load-bearing modifications can compromise the building’s structural stability.
Blocked Emergency Access: Covered balconies restrict rescue operations during emergencies.
Violation of Aesthetics: Alterations disturb the external design and uniform look of the towers, which is protected under GNIDA-approved plans.
All residents must note the following:
Balcony covering is not allowed under any circumstances according to the Greater Noida Authority Bylaws.
Encroachments in common areas or any modification to external spaces must be removed immediately.
Residents who have already been issued specific notices regarding balcony covering or encroachment are required to comply without further delay and remove such structures at the earliest.
We urge all residents to extend full cooperation in ensuring that these violations are rectified promptly. Compliance with Greater Noida Authority Bylaws is not only a legal obligation but also essential to maintaining safety, harmony, and the quality of living in our society.
For any clarification or assistance, you may reach out to the Estate Office at 9311771103, 9717291592, 8800190823, 8800190810 or email us at contact@purvanchalprojects.com
Non-compliance may attract strict penalties, sealing of the modified areas, and further legal action as per the Greater Noida Authority Bylaws. We sincerely hope that all residents will extend their support to maintain the integrity, safety, and appearance of Purvanchal Royal City.
Sincerely, PRC Estate Administration

CIRCULAR NO. 771 – IMPORTANT FIRE SAFETY NOTICE
Dear Residents,
We regret to inform you that a fire incident occurred early this morning in Tower 12. The fire was triggered by a cigarette butt carelessly thrown from an upper floor, which landed in the balcony area of a flat and ignited the materials kept there. The UPVC door of the balcony and some wooden panels were damaged in the fire. Fortunately, the residents of the affected flat acted swiftly by using water to douse the flames before the situation escalated.

This incident serves as a serious reminder of the dangers posed by negligence. We strongly urge all residents:
Do not throw cigarette butts, matches, or any flammable materials from your balconies. These can easily fall into another flat and cause a fire.
Be mindful of your surroundings and ensure no fire hazards are left unattended.
We are in the process of identifying the flat from which the cigarette butt may have been thrown. We request that residents, if anyone witnesses such an act, please report it immediately to the Police and the Estate Office. Strict action will be taken against those found responsible.
Mandatory Compliance for Flats with Modifications
It has also come to our attention that some residents have altered, tampered with, or obstructed fire safety systems inside their flats. Such actions endanger not only the occupants of that unit but also the entire community. This is strictly prohibited.
Residents who have carried out such modifications are instructed to restore all fire safety systems to their original condition immediately. Any further compromise of fire safety measures will be treated as a violation of community safety standards and will invite strict action.

CIRCULAR NO. 768 – Strict Warning: Prohibited Practices in Towers
Dear Residents,
This is to bring to everyone’s attention two very serious issues that have been repeatedly reported, despite earlier reminders and advisories. These actions are creating nuisance, safety hazards, and showing disregard for community living norms.

Throwing Garbage and Food Items in Lawns
Some residents have been throwing garbage, leftover food, and other waste into the lawns of ground-floor flats. This is absolutely unacceptable. Such behavior:
- Creates unhygienic and unpleasant conditions.
- Endangers pets and children who may unknowingly come in contact with or consume such items.
- Disrespects the privacy and well-being of fellow residents.
This must stop immediately. Throwing anything into another resident’s lawn, balcony will be treated as a deliberate nuisance, and strict action will be taken.

Flower Pots on Balcony Ledges
Despite repeated reminders, many residents continue to place flower pots on balcony ledges. This practice is extremely dangerous. Pots can fall at any time due to wind, rain, or accidental movement, putting the lives of residents, especially those on the ground floor and those walking below, at serious risk.
Let it be clearly understood: placing flower pots on balcony ledges is strictly prohibited. Any such violation is a serious safety hazard and will not be tolerated.

Final Warning
Both of these issues—throwing waste into lawns and keeping flower pots on ledges—are violations of community safety and discipline. Any future violation will attract strict action as per government bylaws.
We urge all residents to act responsibly and respect the shared values of safe and harmonious living. These rules are not optional—they are necessary for the safety, dignity, and well-being of everyone.
For any queries, please write to us at emprc@purvanchalprojects.com or contact your Estate Manager at 8800190823, 9717291592, 9311771103, or 8800190810.
